Impact on policy
  • In the context of preparation for 11th Five Year Plan Planning Commission had constituted a Working Group on Adolescents. The group made comprehensive recommendations, including a suggestion that separate policy should be formulated on adolescents. Most of the recommendations of the Working Group have been incorporated in the 11th Plan document.
  • Ministry of Youth Affairs & Sports has revised its 10th Plan scheme on Empowerment and Development of Adolescents.  The scheme now provides for NYKs, NSS, NGOs, etc. to take up nation building activities through adolescents. The scheme is being implemented energetically by the Ministry.
  • In the same context (i.e. preparation for the 11th Plan) a large Working Group was constituted on Secondary /Elementary Education. The Chairperson constituted several sub-groups. One of them was on Education of Adolescent Persons. It was chaired by Anil Bordia and included R. Govinda, AK Jalaluddin, Anita Rampal, representatives of National Open School, NCERT and other organizations. The sub-group made far-reaching recommendations. Noting the gravity of this task, the sub-group suggested that the central government should give to education of adolescents a high priority alongside adult literacy and primary education. Hardly any action has been taken on those recommendations.
  • The NCF-05 was reviewed by FED and several suggestions made to NCERT for revision of the component on health and sanitation keeping in view the special needs of adolescent persons. NCERT is considerable the matter.
